A lead is not operationally owned because a CRM field contains a salesperson. Ownership exists when the system knows who is responsible, what must happen next, and what happens if the expected path fails.
Owner
The person or queue accountable for the next commercial move needs to be deterministic enough that the business can test it. Round robin can work. Territory can work. Account ownership can work. The important part is that the rule is explicit.
Next action
Ownership without an expected action simply transfers ambiguity. The system should know what the next meaningful move is and, when speed matters, the response standard attached to it.
Fallback
The strongest routing rule is incomplete until failure is designed. What if assignment fails? What if the owner is unavailable? What if the lead is untouched past the threshold? A fallback makes the control point resilient instead of optimistic.
